Beyond Malleability: Pakistan’s Evolving Security Approach

From Counterterrorism Challenges to Strategic Resolve and National Security

Pakistan’s security landscape has changed considerably over the past two decades, shaped by persistent terrorism, internal insurgencies, cross-border threats, and a rapidly evolving regional security environment. The state’s response has gradually moved from an emphasis on dialogue and accommodation towards a more resolute and intelligence-driven counterterrorism approach. The sacrifices of security personnel, the growing use of intelligence-based operations, and greater coordination among security institutions reflect this changing security posture. Together, these developments point to a broader shift in Pakistan’s national security thinking, with greater emphasis on strategic resolve, institutional coordination, and a proactive response to emerging threats.

Pakistan’s security apparatus has proved to be a time tested and a reliable security spectrum owing to one of the longest wars waged and valiantly executed against the terrorism worldwide ever since the paradigm shift in international security spectrum triggered after 9/11 heinous attacks on the US. Pakistan’s robust and sturdy security apparatus comprising of consolidated and integrated armed forces ,paramilitary organizations and provincial police departments’ counter terrorism departments have played a centripetal role in securing the state and country from any foreign adventurism and internal insurgencies with professional prowess and unflinching commitment which is a matter of great pride for the whole nation. There is no denying of this irrefutable fact that the state initially strived hard to engage in peace parlance and negotiations with the hardcore terror organisations and provided an opportunity to shun the detrimental path of extremism and terrorism.But this lenient strategy adopted by the state was deemed as the fragile approach by the terror outfits and proscribed organisations.

Following the 2025 India-Pakistan conflict, officially referred to as Marka-e-Haq in Pakistan, a paradigm shift in handling the menace of cross-border terrorism and internal insurgencies was witnessed, alongside continued counterterrorism efforts through Intelligence-Based Operations (IBOs) to track, capture and apprehend the hardcore anti state elements across the country specifically in Balochistan and Khyber Pakhtunkhwa (KP). It is an evident outcome of a shift in our security policy from malleability towards a hard state, as reflected in the vision articulated by the Chief of Army Staff (COAS) and Chief of Defence Forces (CDF) during his interaction with various sections of society. It is also true that our state has been grappling with the persistent menace of terrorism and insurgencies for more than two decades and thousands of security personnel have sacrificed their lives in the line of duty while confronting militant groups that Pakistan has accused of receiving external support from India and operating from across the Afghan border.

This ongoing fight against Fitna al-Hindustan and Fitna al-Khawarij is a struggle for our survival and sovereignty which is being fought through close coordination among our security institutions and with strong public support. It is therefore a prerequisite for every citizen to support this incumbent war against our furtive and clandestine inimical and hostile forces to eliminate this menace from our country once and for all as it is the indomitable commitment of the hard state to purge this society from any manifestation of terrorism and extremism.
